Go back to the original enrollment for applying for Obamacare. The citizen status box was deliberately left off the spplication process. So illegals got on Obamacare, of which Medicare and Medicaid also most likely covered them.. So this scam goes back to the original emrollment into the Healthplan. This probably was done by design.
