Let Putin try to supply the entire country of Cuba with oil. That is physically impossible. There are not enough Russian-flagged tankers to do the job and if they ‘contract’ with other nations or private companies, the expense would bankrupt Putin. Russia is already broke from the war in Ukraine. China might be able to supply tankers but that would take away from their need for oil to fuel their economy. I would be more concerned with Putin smuggling in weapons to attack American naval and air assets.
