Thune did not cave. The revised proposal language does not permit non-citizen voting, but rather puts the Democrats in a position of opposing pure D photo ID. If the 60 vote threshold is not obtained, their opposition thereto will be more plainly shown for the hypocrisy it is.The proof of citizenship issue can be pursued at a later date.
