There is no way that you assemble an old rifle and a scope on a roof top and make an accurate 200 yard shot by someone with out zeroing the sites in. There is no information how much this kid shot his grandfathers rifle. No info on what kind of sites were on the rifle. The 30-06 bullet will drop between 4 and 6 inches at 200 yards and would have to be zeroed at that range for an accurate shot. Most entry wounds are much smaller than what appears on Charlies neck with out an exit wound, very strange.
