It’s not necessarily a fast talker but someone who talks in circles hoping to confuse people. Nothing Newsom says makes any sense or answers any questions. I think many politicians have a degree in “dazzle them with their bullsh*t”. When they’re done talking, you think, “Huh? What did he/she just say?” But you’re afraid to ask because you don’t want to appear stupid. Their method works all the time.
