This one is a mixed bag. Russian / USSR policies and strategies are always designed to take advantage of where our political power can be harmed. The simplest statement would be that when conservatives are influencing things there is a plan for that. When progressives are influencing things they can take advantage of that too. They were certainly aware that another pipeline was being constructed. Why did they not address that? Why have the Russians not taken strong actions against the most likely anti-Russians (US)? There are a lot of secretive options not yet put forward. Chaos and confusion are the tools of governments and secretive organizations. Any “why would they do that?” question, often is thrown into the mix to “obfuscate” (to borrow someone else’s term) the true nature of the situation. I’ll say that chaos and confusion are the goal here. I would be very surprised if the whole truth is ever known.
