The EPA is the biggest factor in plants not being renovated and updated. Any big project has to get epa approval and they are notorious for denying approval. So even if the company wants to do everything right they can’t. There’s also the fact that foreign companies run a lot of the plants and they try to cheap out. BP is a perfect example of that.
